ADOPT’s Mission

We recognize the right of every child in the United States and throughout the world to find a loving, permanent family who will meet her or his individual needs.

Our vision focuses on making a difference in the lives of children remaining in institutional care through education and humanitarian efforts.

Our staff is committed to providing professional, comprehensive services with an emphasis on meeting and responding to the needs of our culturally diverse community while reflecting the changing adoption environment and providing continuous quality improvement, compassion and generosity.

ADOPT’s History and Philosophy

Our Founder and Executive Director, Lynne Silver (A.k.a Lynne Jacobs), opened ADOPT with determination to create an agency and atmosphere of openness and education. Dispelling myths and stepping up with new attitudes about adoption is what lead to the establishing this agency. We now have over 6000 families created by adoption.

Adopt is a private nonprofit agency licensed by the State of California since 1983 and the State of Hawaii since 1993. We provide both domestic and international adoption placement services. Our staff is trained and experienced with each type of adoption, and we are able to assist you in determining how you might proceed in building your family.
We support families in making educated decisions and in choosing the best situation for them, keeping in mind always that the focus is the best interest of each and every child.

We assist birth families in helping them make personalized plans for their adoption. Open adoption is encouraged with the understanding of the many different ways to experience an open adoption, whether through the exchange of pictures and letters or phone calls and visits.

International adoption brings an amazing world of culture and ethics into the life of an adoptive family. Families are encouraged to participate in humanitarian aid for those children that will always remain in their home countries that need help with education, food, clothing, and medical care. The joy of being connected to another culture is amazing, and an incredible way to enrich your future.

Classes and connection to other families can be helpful during the process of adoption.
We provide Home Study services for families residing in California and Hawaii. We are an educational agency that conducts our Home Studies with respect and openness. Using the most current research, we are able to conduct home studies that include an educational component, teaching those issues that provide for the healthy adjustment of children and parents. If you reside outside of our licensing area, you must work with a licensed agency in your area to have your home study completed.


We facilitate domestic adoptions for families in California and Hawaii and place international children with families all over the United States. In accordance with our philosophy of openness, we proudly work with traditional and non-traditional families alike.
